for 0<=i
(i+1),(j+1) when those vertices exist. [There are m(n-1)+(m-1)n=(m-1)(n-1) arcs.]
Each arc between neighboring vertices is directed, one way or the
other. We are not allowed to have vertices u,v,w with u->v->w->u.
