This is a front-end for the Online Encyclopedia of Integer Sequences, made by Christian Perfect. The idea is to provide OEIS entries in non-ancient HTML, and then to think about how they're presented visually. The source code is on GitHub.

The angular spacing on the rotor between the black numbers 10 and 13 is 4*Pi/19 due to the insertion of red 27, double zero and red 1. The spacing of all other black neighbors is 2*Pi/19 due to one inserted red number or the single zero between the black numbers 28 and 2.

The orphelins are the union of 5 numbers (1 - red, 20 - black, 14 - red, 31 - black, 9 -red) in a first sector and of 3 numbers (17 - black, 34 - red, 6 - black) in another sector. The two disjoint sectors separate the "Voisins du Zéro" (neighbors of zero) sector from the "Tiers du Cyclindre" (one third of the wheel) sector.
